On September 24, 2026, IRMO hosted a conference on “Contemporary topics in the field of heritage for sustainable development”, as part of the celebration of European Heritage Days 2026. The conference was jointly organized by IRMO’s Center for Sustainable Development through Culture (CSDC) and the Center for Cultural Heritage of the Academy of Arts and Culture of the J. J. Strossmayer University in Osijek. It brought together researchers and professionals in the field of cultural heritage who jointly discussed contemporary heritage topics such as climate challenges, sustainability and heritage; new approaches to heritage management; contested and difficult heritage; and heritage and tourism. This opened up space for discussion on the above, as well as other contemporary topics in the field of heritage, through the exchange of knowledge and experiences. In addition, the aim of the conference was to achieve stronger cooperation between research and professional centers operating in Croatia, dealing with the topics of culture, cultural heritage (tangible and intangible), art, sustainable development and education, but which have not yet worked in synergy. In addition to the organizers, the conference was attended by representatives of the Center for Industrial Heritage of the University of Rijeka; the Center for Research on Intangible Cultural Heritage of the Faculty of Education, Josip Juraj Strossmayer University in Osijek; the Center for Transdisciplinary Promotion of Sustainable Development – OdRaST of the Faculty of Humanities and Social Sciences in Split; the Center for Cultural Heritage Management of Varaždin County (CUKUR); and the International Center for Underwater Archaeology in Zadar. They form the backbone of future cooperation, and the desire is to expand cooperation to other centers operating in Croatia on related topics. The conference took place in a very pleasant atmosphere and contributed to both initial acquaintance and the detection of possible ways of cooperation through, for example, the preparation of joint research, organization of conferences, project applications, publishing activities, and the like. The publication of a Book of Abstracts from the conference is planned.

Marko Raič from the Institute for Development and International Relations (IRMO) took part in the 3rd International Scientific and Professional Conference “Medvednica Green Touch”, where he delivered a presentation titled “Greening Of Cultural Heritage: Concepts, Practices and Policies in the Context of Climate Change” on 9 September 2026. He presented a s research summary by Dr. Daniela Angelina Jelinčić, Dr. Sanja Tišma and Marko Raič, drawing on their previously published Guidebook for the Greening of Cultural Heritage. The Guidebook is the result of work carried out within the IRMO Centre for Sustainable Development through Culture (CORK) and the BORE project.

Speaking to a professional audience, Raič outlined the theoretical foundations of the concept, what greening cultural heritage means, an analysis of relevant public policy at the international, European and national levels, and a systematic overview of good practices and practical guidelines for implementation. The conference proved a valuable opportunity to exchange experience with experts working at the crossroads of culture, the environment and climate change and to help advance understanding of the role cultural heritage can play in the green transition.

The Bridge: A Hospitality & Tourism Intelligence Digest has selected the study “Tourist assessment of nightlife in Zagreb through TripAdvisor reviews” by Marko Raič and Daniela Angelina Jelinčić, PhD, from the Institute for Development and International Relations, as an example of scientific research translated into practical application. The study is the result of work carried out within the IRMO Centre for Sustainable Development through Culture (CORK) and the BORE project. The Bridge was founded by Dr Jafar Jafari of the University of Wisconsin (USA), one of the founding figures of tourism as an academic discipline and a globally recognised authority in the field. The Bridge journal bridges academic knowledge in tourism with the professional sector, delivering current research findings in a form ready for practical use.

The article “What Keeps Nightlife Tourists Coming Back“, based on the Zagreb case study, examines how tourists evaluate a city’s nightlife through online reviews and encourages professionals to monitor visitor sentiment on an ongoing basis. The authors demonstrate how cities and hospitality sector can identify areas for improvement in time by regularly tracking nightlife review sentiment, before negative impressions begin to affect a destination’s reputation.

The conference Contemporary Topics in Heritage for Sustainable Development will be held on 24 September 2026 at the Institute for Development and International Relations (IRMO) in Zagreb. It is organized by the Centre for Sustainable Development through Culture (CSDC) at the Institute for Development and International Relations and the Centre for Cultural Heritage at the Academy of Arts and Culture, Josip Juraj Strossmayer University of Osijek. Held as part of European Heritage Days 2026, the conference will bring together researchers and professionals in the field of cultural heritage to discuss contemporary heritage-related issues.

Today, heritage is no longer understood as a static collection of tangible and intangible assets that merely need to be preserved and interpreted. Rather, it is a dynamic and frequently contested field in which the social, political, economic and technological transformations of the contemporary world intersect. In the context of accelerating global processes, including digitalization, climate change, migration, tourism, urbanization and shifting identities, the concept of heritage is continually being redefined, as is the role of the professionals, institutions and communities that create, safeguard and transmit it.

One of the key challenges concerns sustainability: how can heritage be preserved in the face of climate change, natural disasters and intense tourism pressure while simultaneously ensuring its accessibility and relevance to contemporary society? Digital technologies offer new opportunities for documentation, interpretation and participation, but they also raise questions concerning authenticity, long-term preservation and digital inequality.

There is also a growing need to involve communities in heritage-related decision-making, shifting the emphasis from institutional management towards participatory models. In this context, questions of representation, inclusion and the visibility of marginalized groups are becoming increasingly important, as are issues surrounding “difficult” or contested heritage, which require sensitive and responsible approaches to interpretation.

Furthermore, heritage is increasingly becoming a space for social dialogue, but also for conflict, ranging from questions of ownership and restitution to differing interpretations of the past. In these circumstances, heritage professionals face the need to adopt interdisciplinary approaches and new working methodologies, while continually reassessing their own practices.

The conference seeks to provide a forum for discussing these and other contemporary heritage-related issues, to encourage the exchange of knowledge and experience, and to contribute to the development of innovative and inclusive approaches in both theory and practice, thereby marking European Heritage Days 2026.

In addition to facilitating the exchange of academic and professional knowledge, the conference aims to foster stronger cooperation among research and professional centres operating in Croatia that address culture, tangible and intangible cultural heritage, the arts, sustainable development and education, but have not yet worked together in a coordinated manner. The conference will provide an opportunity for centres working on related topics to come together, present their activities and explore opportunities for long-term cooperation. This will create scope for interdisciplinary dialogue on current challenges and future perspectives in the field of heritage, as well as for considering potential forms of cooperation and the role of existing centers. In this regard, we see the conference as a starting point for future collaboration among centers on a range of topics relating to culture, education and sustainable development.

IRMO scientist Sanja Tišma, Ph.D., and Marina Funduk, Ph.D., published a scientific paper in co-authorship with Mira Mileusnić-Škrtić, entitled “Green Urban Renewal and Policy Coherence Across Climate, Water, and Spatial Planning: The Case of Zagreb, Croatia” in the international scientific journal Land. The journal is indexed in the WoS and Scopus databases and ranked in the first quartile (Q1).

The paper examines the green urban renewal which requires coordination among climate adaptation, water management, biodiversity conservation, and spatial planning within coherent policy frameworks. This research presents a structured analytical framework for evaluating how nature-based solutions (NbS) and natural water retention measures (NWRM) are represented in local and national policy documents, using Zagreb, Croatia, as a case study. The analysis combined qualitative content analysis, semi-quantitative assessment, and comparative policy-coherence analysis of strategic, planning, and legislative documents. Recent strategic documents showed the broadest documentary coverage of climate adaptation, biodiversity conservation, sustainable water management, and green infrastructure, whereas legislative and statutory planning documents contained more function-specific provisions. Economic feasibility, adaptive management, and several implementation-related provisions were less consistently represented. Cross-level comparison further identified stronger alignment between several recent Zagreb strategic documents and national climate and water policy documents. The paper contributes a structured adaptation of IUCN-derived criteria for cross-level policy-document analysis, while its applicability in other legal and urban contexts requires comparative testing.

Maja Janković, MBA, from the Institute for Development and International Relations (IRMO) participated online in the international scientific conference “14th Annual International Conference on Ecology, Ecosystems and Climate Change,” organized by ATINER (Athens Institute for Education and Research) and held in Athens.

At the conference, she presented a scientific paper titled “Bioeconomy as a Driver of Sustainable Development: Opportunities and Challenges in the 21st Century,” co-authored with Sanja Tišma (IRMO) and Milenko Krajišnik (Faculty of Economics, University of Banja Luka).

The paper analyses the contribution of the bioeconomy to achieving the United Nations Sustainable Development Goals (SDGs), with particular emphasis on responsible consumption and production, climate action, and decent work and economic growth. The authors employed a combination of policy analysis, a systematic literature review, and research conducted through a survey.

The results of the research show that 66.5% of respondents believe the bioeconomy can make a significant contribution to sustainable development, yet only 26.7% state that they are genuinely familiar with the concept, pointing to a clear gap between support and understanding. Furthermore, only 33.8% of respondents are willing to pay a 10–15% higher price for products made from agricultural waste, while respondents identify the main barrier to wider adoption of bio-based products not as price, but as a lack of information (37.4%). Finally, 74.1% of respondents believe that the role of the state, through subsidies and regulation, is key to the development of the bioeconomy.

Researcher Ivana Keser in co-authorship with Mihael Mišo Mudrić, has published a scientific paper entitled “The Role of Artificial Intelligence in Digital Sustainability and Governance Systems” in the international scientific journal Economics Ecology Socium, examining the role of artificial intelligence in advancing Sustainable Digital Governance.
The paper explores the application of artificial intelligence within the framework of the European
Union Artificial Intelligence Act (EU AI Act) and is based on empirical research conducted among Croatian civil servants in 2025. The findings reveal a significant gap between regulatory requirements and institutional readiness for the responsible deployment of artificial intelligence in public administration. Drawing on both theoretical analysis and empirical evidence, the author proposes a conceptual framework for Sustainable Digital Governance and provides recommendations for strengthening institutional capacities, enhancing AI competencies, and supporting the effective implementation of the European regulatory framework in the public sector.

The paper examines the role of biodiversity conservation policies within the framework of the European Union Strategy for the Danube Region (EUSDR) and the EU Biodiversity Strategy for 2030 (EUBDS). Its objective is to identify opportunities for the sustainable economic integration of biodiversity conservation practices through the implementation of the EUSDR.

The study applies a compliance analysis to assess the level of alignment between Priority Area 6 – Biodiversity (PA6) of the EUSDR and two key policy documents that constitute the European Union’s biodiversity policy framework: the EU Biodiversity Strategy for 2030 and the European Green Deal.

The findings indicate a high degree of alignment between EUSDR Priority Area 6 and the EU Biodiversity Strategy for 2030. However, the analysis also reveals the absence of policies that effectively connect economic development, the financial sector, and biodiversity conservation.

Based on the findings, the authors propose several new mechanisms to bridge the identified implementation gaps, including the Biodiversity Flagship, the Danube Biodiversity Business Council, and the Biodiversity Web/Mobile Application, all aimed at strengthening the integration of biodiversity conservation into sustainable economic development within the Danube macro-region.
